Capacity Building
Training is the backbone of any scheme or project. The success of any Government Programme, Scheme or Project depends to a great extent on the effective training and Capacity Building and then its efficient implementation. Training goes a long way in developing skill, knowledge, competencies etc. to improve capability, capacity, productivity, performance and effectiveness of all the participants.
Capacity Building of Elected Representatives of rural local bodies, Officers and Functionaries of the Rural Development and Panchayat Raj Department is an important tool to enable them to perform their duties and responsibilities in an effective and efficient manner. The State Institute of Rural Development at the State level and 5 Regional Institutes of Rural Development at Sathiya Vijaya Nagaram in Tiruvannamalai district, Krishnagiri in Krishnagiri district, Pattukottai, in Thanjavur district, Bhavanisagar in Erode district and T.Kallupatti in Madurai district are entrusted with the task of imparting training.
Objectives for Training
1. To ensure that the Department make its personnel equipped with the appropriate knowledge, skills and enhanced capability to meet its implementation objectives of all the schemes so as to achieve targets by using their potential in order to deliver a professional, impartial, efficient and timely responsive services to the needs of citizens enshrined in the scheme guidelines. The training should enhance the requisite knowledge, skills and attitude to effectively perform the functions they are entrusted with.
2.To inculcate an attitude through training in all the officials at all levels to be responsive to the needs of the rural people with the natural empathy, honesty, urgency, commitment to work and sympathy for the vulnerable and poor.
3. To motivate the functionaries to discover and exploit their own inner potentials for their own and for public good which ultimately will lead to job satisfaction. Hence, the most appropriate tailored training solutions will be provided to help all functionaries and teams to meet out their needs for the use of full range of development opportunities including career development.
4. To identify the ‘Training Assessment Needs (TAN)’ of all the persons in service, individual stakeholders, panchayat raj representatives etc. and to cater to their expectations from training.
5. To provide a specific training on functional skills, engineering skills, leadership, computer, managerial skills and other appropriate skills and exposure to various Acts in order to ensure the strategic output delivery by everyone.
6. To ensure linkages both vertical and horizontal among Training Institutes and co-ordination within and outside the Departments of all levels.
